PAPERS15 February 2011 Uttlesford District Council has prosecuted a builder whose truck got stuck in mud when he tried to illegally dump waste in a farmer’s field. Adrian Brace was arrested by police after being spotted by the farmer in his field in Farnham, near Stansted Mountfitchet. He had broken a padlock on a gate to get into the field with the intention of depositing rubble in the field – but then found his truck bogged down in mud and unable to move. He was arrested on suspicion of criminal damage and the dumping of waste and issued with a fixed penalty notice. Police then passed details of the offence on to Uttlesford District Council’s enforcement team who began court proceedings against Brace for illegal flytipping after he failed to attend an interview. Last week at Harlow Magistrates Court, Brace, of Black Notley, was fined £100 and ordered to pay £250 costs and a £15 victim surcharge. This is the latest successful prosecution for the council. Last month, Louise White of Stansted admitted failing her duty of care to her household waste and fined £50 plus £20 costs and a £15 victim surcharge after admitting dumping six bin bags of waste along with other items including old carpets and parts of vacuum cleaners in Snakes Lane, Stansted.Chairman of the district council’s environment committee Cllr Susan Barker said: “These successes show we are determined to continue our crack down on environmental crime. Flytipping is an offence and should never to tolerated. There are proper ways to dispose of waste that do not spoil our beautiful district for others. I hope these outcomes serve as a warning to others.” Dunmow Recorder Farmers are being warned to watch out for fuel thieves as reports of a rural crimewave hit the region. According to The Country Land And Business Association (CLA) in the East Midlands, increasing fuel prices and shortages of heating oil have led to a rise in fuel thefts at rural businesses. Vehicle and heating fuel is being targeted, according to the CLA. Edmund Sword, of CLA insurance services, said: "Due to high global oil prices we are seeing an extraordinary increase in the cost of fuel, which has triggered an increase in thefts from farms. Both diesel and petrol prices have gone up by more than six pence a litre in just one month, while heating oil prices in the region have increased by some 50 per cent since last summer. This means that farms, which often store large quantities of both heating oil and vehicle fuel, are attractive to thieves." According to Lincolnshire Police there were 35 reported fuel thefts in January compared with 11 the year before. In 2010 there were total of 127 fuel thefts reported. The impact of a fuel theft on farmers is greater than the cost of replacing the stolen goods. Lincolnshire-based dairy farmer Steve Riding said that there were far bigger costs to think about. He said: "We haven’t been affected by this yet but there are a lot of things to consider. If they take the fuel by damaging the tank then we would have to replace that as well, and they can be really expensive. A tank of fuel can be worth £6,000. That’s a lot of money and prices are really high at the moment. A theft could mean you’re sitting for a week unable to get any work done and losing money."
